    In China,the subject of Library/Information and Archive management experienced four stages: management of literature, management of information, management of information resources, management based on information resources and achieved the historical goals of establishment. Currently, the discipline continues to achieve new innovative development, shoulder the responsibility of the historic task: overall exploration and research on information resource as the information society’s core resources as well as its management inherent regularity. In the future, the subjects will follow the law of subject development and fulfill subject’s mission more social valuable driven by the social needs.

    This paper defines the intelligence professional,introduces the concept of information professional competence and information professional competence model, and believes that information professional competence model is a power system including professional competence, personal skills and core competencies.     through the fact that many enterprises are getting involved in data puzzle and confronted with the challenge of information, this article reveals the demands and reality of enterprises which are heading to wisdom.     In order to construct information science resource ontology, this paper explores a new method to construct ontology, and provides a reference for ontology construction automatically, 8290 journal articles were download from CSSCI in information science from 2001 to 2010.Statistical analysis, co-occurrence analysis and semantic similarity calculation were used to construct information science resource ontology, in accordance with ontology construction principles and ontology construction steps. The construct process and the results show that: ontology construction automatically needs more research to be improved; resource ontology is a new breakthrough in ontology research area; semantic similarity combined with co-occurrence analysis is a quantitative method to descript relationships between concepts.

    In order to overcome the shortcomings of classical TFIDF-based keywords extraction method with low accuracy, kewords extraction algorighm (TFIDF-SK) based on multi-level statistical characteristics is proposed. It firstly uses coefficient of variance formula of the word’s TfDf index to remove noise words, and secondly constructs evaluation function based on word’s skewness, word’s position weight and word frequency- inverse document frequency to measure the importance of keywords. Experimental results show that the algorithm (TFIDF-SK) is outperforms the traditional method, and has a wide range of applications in the internet intelligence monitoring in the big-data era.

    According to the fact that the effect of subject service in the majority of libraries is not obvious, the author analyzes the reasons from the perspective of librarian, substance, technology and service environment, and points out that the micro-information environment arouses users’ micro-demands, which, in turn, trigger micro-services. The long tail effect of micro-information means the total effect, formed by a large number of users obtaining personalized services, is equal to, or even larger than, that formed by a small number of users obtaining public services. In order to achieve the long tail effect of subject services in the micro-information environment, libraries should capture the long tail of users, extend the long tail of librarians, perfect the long tail of resources and innovate the long tail of services.

    This paper analyzes the paradigm shift from library consortia to collaborative innovation network, explores the role of university libraries in the higher education collaborative innovation network, and puts forward three measures to construct a collaborative innovation network among university libraries, including managerial collaboration, organizational collaboration, and strategic collaboration.     This paper introduces theory of self-efficacy to creative research of embedded librarians’ service, explores effects of self-efficacy on work performance of  librarians’ engagement in teaching process, embedded scientific research users and learning commons.
