This paper studies the management mode of competitive intelligence from the management innovation perspective, including the design of the competitive intelligence business process, the settings of competitive intelligence department, the design of the competitive intelligence human resources, and the design of the competitive intelligence system management.
The paper tries to integrate the theories of “network environment”, “competitive intelligence” and “management innovation” to construct the operational mechanism of competitive intelligence oriented management innovation. The paper divides the operational mechanism into five sub-mechanisms：the competitive intelligence collaborative mechanism ,the competitive intelligence oriented mechanism, the competitive intelligence communicative mechanism ,the competitive intelligence incentive mechanism ,the anti-competitive intelligence defensive mechanism .
This paper conducts empirical study on the basis of five operational mechanisms of competitive intelligence for enterprise management innovation. First, the authors designs corresponding variables according to the five mechanisms, collects data from releasing internet questionnaire and sending questionnaire directly to selected enterprise, then does descriptive statistics analysis of these data by using SPSS, finally establishes models of five competitive intelligence operation mechanisms for enterprise management innovation.
The paper introduces four models of competitive intelligence social network，they are respectively based on structural hole theory, social capital theory, relationship strength theory and relationship mathematics theory. Then, two mathematical expressions applied in these models and relational operations are analyzed briefly.

human information behavior studies in western countries have experienced a shift from psychological approach to social approach and then multidimensional approach. Psychological approach attaches importance on cognitive factors and focuses information need and individual information seeking behavior. Social approach extends the research from individual to more broader social and cultural background and emphasizes the social effectors, making up the missing social dimension of psychological approach. Multidimensional approach combines cognitive, social, organizational and contextual perspectives. The three approaches have important significance to the study of human information behavior.
Due to the limitations of the empirical research, this paper analyzes that promoting the empirical approach excessively would easily lead to three aspects of drawbacks. The first drawback is that factual judgments are separated from value judgments; the second is that substantive rationality is replaced by formal rationality; the third is that scientific thinking is esteemed extremely with the rejection of humanistic thinking. There is no need to discuss which is better between the empirical and the non-empirical approach. Therefore, it is necessary to shift research methods from monism to pluralism, from despotism to democracy.
History information of intellectual property reflects the status of the development and implementation of national intellectual property legal system in a certain period of time. The organization of the historical information of intellectual property constitutes an important part of the construction of national intellectual property documentation and information database research. The organization theory of the historical information of intellectual property needs to study the organization of the status quo of China's intellectual property for historical information, organizational principles, organizational methods and organizational forms, and other infrastructure issues, in order to provide the basis for the construction of national intellectual property documentation and information database.
