    Government agencies cumulate abundant information resource during their daily work. With the enactment of The Decree of Government Information Openness, information held by government will be open to the public. The valueadded exploitation of information has important social and economic significance. It is crucial for us to promote the legal protection of our information resource value- added information. The paper suggests enacting a law about Value- added Use of Inf ormation Resource , promoting the exploitation of our information resource and the development of our information industry.

    Based on analysis of status quo of value- added use of Chinese public medical health information, this paper made a preliminary analysis about obstacles to value- added use. The author then proposes that we should proceed from the principle of public welfare, optimize public medical and health information collection, quality standard and information chain sharing, and ultimately promote value- added use of Chinese public medical and health information resources.
