This paper summarizes four settingmodes of public library. s governance units that are essential system, free system, accredited system and compulsory system and believes that China ' s current pattern of public library. s governance unit presents " island structure" which leads to ineffective sharing of resources, deficiency of main- branch library service system covering the entire region, imbalanced service capacity of governance units, inversionof settingmainbodies of governance units, and so on. Accordingly, the paper suggests that setting bodies of governance units should be clear; setting modes of public l-ibrary. s governance units should be diversified; setting ofpublic library. s governance units shouldbe on the precondition of the constructionbodies. real financial capacity.
This paper takes local library regulations and administrative rules in China as analysis objects and believes that there are many disadvantages in setting modes of public library. s governance subjects. For example, the power of the owner is nominal; irresponsible and incapacity construction subjects co- exist; the corporate governance, in which decision, implementation and supervision is separated, is not shaped. Accordingly, the paper suggests that in terms of power allocation of governance subjects, the owner should be given the highest authority to determine issues of public l-ibraries; in terms of setting construction subjects, the principal that responsibility and ability matches should be embodied and we should diversify setting patterns of construction subjects and especially explore the possibility of joint construction subjects; in terms of setting management subjects, we should gradually introduce board system to optimize the structure of governance subjects of public libraries in China.
This paper analyzes the current evaluation system of public libraries and points out that there are some disadvantages in public library evaluation system currently in effect in our country, such as emphasizing management while neglecting services, emphasizing process while neglecting results and emphasizing universality while neglecting differences. Based on these disadvantages, this paper puts forward some suggestions that services effectiveness evaluation should be focused on in terms of guiding ideology; public library service standards and specialize in evaluation of service satisfaction should be formulated; the " equal service" and " nearby service" indicators should be introduced and design an evaluation and rating scheme with "unified assessment standards and distinguished grading criterion".

This paper studies the background, status of the university library information commons( IC) , structure and the service mode of 3G· IC in the university library, concluded that information commons( IC) with a higher resource usage rate is not suitable for the university library in China. While the 3G . IC service mode with efficiency, convenience, and a lower resource usage rate is the main service mode of Information Commons ( IC) development in university library.
