    This paper first gave the generalized definition of open access ( OA) . Based on this definition, a survey of utilization of OA resources in libraries of state 211 project university has been made. On the basis of survey result analysis, the achievement of state 211 project university library in organizing the OA resources was fully affirmed, whereas the deficiency in organization mode and content has also been revealed. Finally, some suggestions to libraries in organizing OA resources have been addressed.
