Proceeding from the strategic environment and library situation，this paper uses the theory of library strategic planning，to further strengthen the scientific and normative of the library strategic planning，and strengthening the classification guidance for the library strategic planning's content，providing guidance for our library Thirteenth Five - Year strategic planning .
This paper puts forword the data citation analysis to face the challenges of data - intensive scientific information environment . Using the method of literature investigation and logical，analyzes the theory and practice basics of data citation analysis，including the development of data - intensive scientific research paradigm，linked data and data citation. Explain the connotative and figures of data citation analysis，find out the figures of data citation analysis such as deeply cited in knowledge unit，intelligent indexing and dynamic tracking. The data citation analysis is used for tracking scientific data，promoting innovation and contributing to knowledge measurement system.
Linked data not only brought new vigor for the construction of information on the web，but also changed the knowledge aggregation, As knowledge discovery is expanded，the use of the linked data quickly became a new efficient and powerful mean for knowledge discovery. Based on foreign citizens' public service channel choice model and combining the characteristics of channel of access to government information in China，the paper builds the model of citizens' public channel choice of electronic channel and traditional channel. Then，the model is analyzed through statistical description and logistic regression. Finally，the results show that government office and government websites are the most commonly used，while those citizens that used the internet daily preferred to use websites to access government information .
