    This paper uses Ucinet and VOSviewer and other tools, through informetrics analysis on the state - level of
    the existing government data opening and sharing policy file on release time, file type, release department and content,
    the authors draw the conclusion: although our departments have paid attention to the opening and sharing of govern?
    ment data, they has not yet formed a unified national government data opening and sharing policy system. Departments
    should strengthen cooperation, improve the efficiency of data communication, and improve the quality of government
    data opening and sharing.

    In order to explore the academic events’information diffusion in social networks, this paper compared the
    network structure differences between bloggers-friends and bloggers-recommenders in the ScienceNet blogs referring
    to Tu’s winning Nobel Prize. Hyperlink analysis and social network analysis is used to analyze the structure characteris?
    tics of social network and law of information diffusion from the perspective of basic link relation and co-link relation.
    The conclusion shows that it’s more scientific to study the information diffusion of academic events by using bloggerrecommender
    network, and the information spreads out from the corebloggers of the network while the information diffu?
    sion process including four stages such as: burst period, spreading period, recurrence period and long tail period.

    the characteristics of natural science and technological science, but still belongs to social science.Under big data envi?
    ronment, the problems solving as the disciplinary basis points will be more complicated,the theoretical basis will be
    richer, and the disciplinary belonging such as natural science, technological science will be further enhanced.At the
    same time,public security information science should maintain its own disciplinary attribution, to avoid“data”instead
    of“person”“, technology”instead of“intelligence”,an“d scientificity”instead of“sociality”.

    This article samples overseas studies comparing GS and WoS’s performance in citation analysis from 2005
    to 2016, and compares and contrasts these studies from eight dimensions: citation counts, H index, overlap/uniqueness,
    recall ratio, language coverage, article type, inconsistent citation and correlation. For the same samples, the values of ci?
    tation counts, H index, recall ratios, language coverage and document type are generally higher than that in WoS. How?
    ever, GS’s data consistency is inferior to WoS. Based on those findings, it provides four suggestions for academic evalu?
    ation system in China.

    In this paper, five systems are researched by means of network survey and comparative analysis, including
    re3data.org, OAD, OpenAIRE, OpenDOAR and ROAR. The existing registry of research data repositories are summa?
    rized from the aspects of resource collection, retrieval function, service, software application and so on. It then analyzes
    the status quo of the research data repository registry. The study found that the research data repositories are showing a
    rapid upward trend. The five systems have their own characteristics. The European, Germany, the United Kingdom and
    American’s research data repository registry system developed rapidly, and have formed a certain scale.

    This paper designs a tag classification approach which combines thesaurus with syntax rule, improving the
    effectiveness of tag classification.Firstly, the authors divide the tags into 3 types: factual, subjective and personal. Sec?
    ondly, the authors construct a thesaurus based on metadata which can be fetched from online wiki and social tagging
    system, and design identification rules based on the tags’syntactic structure in user generated content, as well as com?
    bine two methods to classify the tag.The authors conduct an experiment based on 675351 Douban Movie users’social
    tagging. The results show that the recall is 95.01%, the precision is 96.19%, and the F1-measure is 95.32%. Experi?
    ment result shows that the method can solve the problem of tag classification well.

    This article uses the SOR (Stimulus-Organism-Response) behavioral patterns, builds a net-celebrity infor?
    mation dissemination influence factor model from three aspects of information content, information source and percep?
    tions. Through online surveys, the authors collected 284 valid questionnaires for data analysis. Research results show
    that users spread decision-making process is mainly influenced by perceptions of usefulness and trust; stronger emo?
    tional attributes information can stimulate the user usefulness perception, information quality and recognition of infor?
    mation source from other users can enhance trust perception,indirectly facilitating information dissemination behavior.

    ic journal, this paper proposed a method to measure the homogeneity which is based on deep learning. The model ex?
    pands research from the two sides, one is the whole topic distribution and the other is similarity between the single pa?
    per which is based on semantic and feature. Then carried out an empirical research, the result shows that the model is
    valid in measuring the academic journal similarity and the two methods are supplements for each other.
