This paper reviews the research literature of the standardization of basic public cultural services in recent years, summarizes and analyzes the current research status of the standardization of basic public cultural services in China, to clarify the existing problems in this field, so as to provide references for the theoretical research and practice of the standardization of basic public cultural service in China.
The article focuses on the standardization of basic public cultural services related policies, through policy analysis that key areas of China's basic public cultural service standardization is the basic hardware facilities, the basic public cultural service supply, staffing and training. The construction and promotion of service efficiency in public libraries, comprehensive cultural service centers and cultural centers are the priorities of the standardization of basic public cultural services in China.
That the importance of the public cultural signs was neglected, and the researches from home and abroad on public cultural signs theory and practice are relatively short. This study researches on the construction of a public cultural service system and makes use of three kinds of research methods: desk-top research, questionnaire investigation, interview, participant observation, analyzing the connotation of the Hangzhou public cultural identification, construction situation, especially laid an emphasis on the function of public cultural signs.
This article analyzes the latest indexes of assessment and rating of public cultural center and public library which attempts to explore the similarities and differences in them and provides new ideas for the standardization of development of the public cultural center and public library in the future.
The paper focuses on the study of the ten years’information resources management strategic plan of the U.S. National Archives and Records Administration (NARA) from 2006 to 2015, using the method of word frequency analysis, text analysis and content analysis. From the high frequency word analysis and the content analysis of the NARA 's strategic plan, it is found its core problems and its evolution. From the content analysis of the plan text, the contents and evolution characteristics of the ten years’NARA mission, vision, values and objectives are summarized and refined, and the compositions and characteristics of the eight strategies of the NARA information resources management are mainly studied. Based on the above content, the paper puts forward the method organizations can adopt when making the information resources management strategic plan.
Through long-term concern and analysis of related literatures and reports in recent years, this paper defines the concepts of micro-copyright and micro-works from the perspective of new media users, sums up detailed types of micro-works, analyzes the rule of creative micro work and the copyright attribution, clarifies the domestic environment of copyright protection, and puts forward a new idea on micro-copyright protection and authorization transaction. The paper proposes to manage the micro-copyright through the user autonomy and the technical support of the new media platform, to dig the value of micro-copyright by collective management of transactions and infringement reconciliation, in order to realize the win-win situation between new media platform and users.
This study demonstrates the applicability of Multi-Agent System in Multi-Agent interaction and provides an information mechanism for Multi-Agent interaction in emergency management. This mechanism consists of organization system of Multi-Agent interaction, basic system of Multi-Agent interaction of information, and information interaction mechanism during different stages of an emergency.
The paper uses depth interview method to collect relevant information, and uses grounded theory method to process relevant data. The results show that the intervention pathway of government information sharing across sectors includes sharing publicity, education and training, sharing communication and supervision, administrative regulations and policies, policy support, technical conditions and support the coordination and management mechanism of seven variables. Therefore, ideological change and situation structure change are the two major policy intervention variables for inter departmental government information sharing.
The paper is based on the foreign tools for evaluating the quality of health information on the Internet, combined with the main features of China's online health consulting platform. The paper constructs an evaluation index system for information quality of online health consulting platforms in China from nine dimensions of authoritative, attribution, comprehensiveness, complementarity, privacy, transparency, readability, timeliness and advertising credibility. Afterwards, the paper discusses the brand market share analysis of various platforms and further explores the information quality characteristics of the online health consulting platform for the four types of echelon teams: brand preparing stage, brand starting stage, brand developing stage, and brand developed stage, which provides a reference for the brand development of China’s online health consulting platform.
Based on the investigation about the research and practice of open government data assessment, it puts forward that the maturity model is significant to show the development process of open government data clearly, find problem and implement improvement. By comparing the three kinds of open data maturity model, analyzing their evaluation dimensions, methods, emphases and implementation, it points out that the open data maturity model is worthy of our reference. China should reform the maturity model combining its own practice, making it a powerful tool to guide China's open government data assessment practice.
Based on the uses and gratifications theory, social capital theory and network externality, combining with results of previous studies, the authors select Zhihu as the case and construct a model of influencing factors of users’willingness to participate in Zhihu. This paper collects 192 valid questionnaires with questionnaire scale, and analyzes the samples with the Partial Least Squares (PLS) technique. The research results show that the entertainment value, social value, trust and perceived similarity have significant influence on the sense of virtual community. Perceived network size and sense of virtual community significantly promote the user's willingness to participate. Perceived self-efficacy significantly adjust the relationship between the sense of virtual community and willingness to participate. Research model has a better forecasting effect. More comprehensive and in-depth analysis is the focus of future research.
The paper chooses wearable health device, which is considered as one of the most representative innovative technology products, as the object of empirical analysis. Based on this theme, multiple tasks were designed, and the experimental data of 24 subjects were obtained by simulation experiment and questionnaire interview. Then the authors processed data by multiple linear regression and independent sample T test in SPSS19.0. In the context of exploratory search, users' target cognition and knowledge cognition have a positive effect on satisfaction of results, while the difficulty cognition and search cognition have a negative impact of it. Search familiarity has a significant effect on the process variables such as time of total and browsing web pages and the number of pages, as well as cognitive variables such as target cognition, difficulty cognition and search cognition. What’s more, anxiety also has a significant effect on the given process variables.
This paper puts forward the construction of the smart library in philosophy and social sciences according to the status of smart libraries at home and abroad and the demand of philosophy and social sciences, as well as discusses the construction thoughts, and analyzes the system architecture from three viewpoints including the resource and environment, technical support, and intellectual support. The main key technology and characteristic construction of the smart library are preliminarily studied. This research tries to provide an exploratory thinking on the smart library in philosophy and social sciences.
Taking the library and information science as an example, the paper retrieves five author-interdisciplinary-citation -relations from the reference information of 18 core journals from 1996 to 2015, constructs the model of author potential interdisciplinary collaboration strength, calculates the author potential interdisciplinary collaboration strength, and finally identifies the potential interdisciplinary collaborators of the subject, and classifies them into three kinds of potential interdisciplinary cooperation types: knowledge reciprocity type, knowledge absorption type and knowledge radiation type. The method can excavate potential interdisciplinary collaborators of a subject more comprehensively, providing a new perspective for the identification of potential interdisciplinary collaborators and facilitating interdisciplinary collaboration.
This paper analyzes the shortage of MARC in the current environment from two aspects of both structure and resource description, and introduces a new bibliographic framework called BIBFRAME and its current research and application. It points out that CNMARC can realize data linking and sharing by converted into BIBFRAME, and so the data of CNMARC can become a part of the semantic web. Based on BIBFRAME 2.0 entity-relationship model and by mapping CNMARC fields with the BIBFRAME2.0 vocabulary, the Chinese bibliographic linked data model has been constructed and the semantic identification of the data of CNMARC has been realized.
Combining with the 21st century skills and STEM training are important reference guides and an indicator standards, this paper combines qualitative research with empirical research and uses grounded theory to analysis the information and deep excavation. By using DRAS digital resources analysis system and combining the practice experience of foreign countries, this paper analyzes the current situation of interdisciplinary cooperation between university libraries, public libraries and science teachers (science and engineering) in China. The paper discovered the 11 core factors that restrict the depth cooperation of the library, discusses the functions and services provided by librarians in academic and educational work, and constructs a deep cooperative learning platform model. This paper aims to explore the professional cooperation model and to promote the interdisciplinary cooperation of the library and the construction of “Double First- class”discipline in universities. In addition，it provides reference for the way of transformation in the "internet +" environment.
