    [Purpose/significance] The users of high influence on social media platforms may lead the public opinion about public emergencies, and have positive or negative effects on the later evolution of events and their results. Identifying high-influence users on social media platforms is of great theoretical and practical significance in managing the online public opinion about public emergencies. [Method/process]In this study, high-influence users are categorized into three types, i.e. the topic initiator, opinion leader, and opinion reverser. The method of profiling high-influence users has been proposed based on topic consistency and emotional support. The event of "Jiankui He Editing the Infant’s Gene" was investigated. The three types of high-influence users were identified and their opinion differences and dynamic evolution were revealed. The comprehensive profiles of high-influence users were constructed. [Result/conclusion]The findings of this study can help emergency management departments master the focus of attention and emotional attitudes to the public emergencies by the key users of social media and provide method and data support for opinion
    management and decision-making of emergencies.

    [Purpose/significance]Social emotions in emergencies could affect network public opinion, which was an important reason for abnormal changes in network public opinion. The research on the evolution mechanism of netizens' social emotions in sudden network public opinion may provide a new idea for the governance of network public opinion. [Method/ process]Based on the principles of social psychology, four classifications of positive social mood, neutral social mood, anti-social mood and alienated social mood were proposed. On this basis, the formation mechanism of social mood in network public opinion of emergencies was constructed. [Result/conclusion] By analyzing the psychological characteristics of netizens in different stages, this paper put forward a series of strategies to control network public opinion by using social mood. During the period of social mood brewing, the government needed to strengthen the supervision of social mood perception; during the period of social mood awakening, the government needed to differentiate the interests of netizens and give reasonable channels to release them; during the period of social mood outbreak, the government needed to timely communicate with netizens and provide emotional comfort.

    [Purpose/significance] A single emergency may further develop and trigger a series of secondary and derived events, which may expand the scope and impact of the event. Thus, it is of great significance to study the detection of the secondary and derived events of emergencies. [Method/process]In this study, we obtained 133 947 microblog entries related to the Changchun Changsheng vaccine event in 2018, and extracted the feature words of the microblog text at each life cycle stage of the event based on the four-stage theory of crisis communication. The word2vec and Kmeans clustering algorithm was used to identify the topics of the microblog text at each life cycle stage of the event. The influence of each topic was calculated based on the H-index to reveal the salient topics. The determination rules for the secondary and derived events were also constructed to detect those events. [Result/conclusion]The results of this study indicate that there are 17 secondary and derived events in the Changchun Changsheng vaccine event. This study
    constructs the determination rules and methods of identifying secondary and derivative events, which can enrich the theory and method of emergency management. It can help grasp the occurrence mechanism of secondary and derived events of emergencies, and improve the ability of emergency response.

    [Purpose/significance]Cognitive information science, as a cross-cutting field of cognitive science and information science, focuses on the cognitive structure, process, and characteristics of various parts in information production and utilization.At present, related research is an emerging field at home and abroad, and there is no summary analysis.[Method/process]This article at first makes a comparative study of the developmental stages of cognitive information science abroad, and further complements the individual cognitive and social cognitive research stages proposed by Ingwerson P. at the end of zoth century. Secondly, this article explores the co-cited keywords, development progress, and representative author network of related domestic research by visualization methods.[Result/conclusion]By summarizing the research progress at home and abroad, it is hoped to stimulate the academic community's attention and interest in the field of cognitive information science, and take this as a basis to promote the development of related domestic research.

    [Purpose/significance]Through the analysis of open government data policy, it can provide reference for the central government and provincial government to issue and improve open government data policy. [Method/process]Using the text content analysis method and NVivo 12 qualitative analysis software, this paper analyzes the data policies of 31 provinces in China (excluding Hong Kong, Macao and Taiwan), and uses the Laswell policy tool theory to investigate the key points and shortcomings of the current open government data policies. [Result/conclusion]At present, the content of open government data policy in each province covers a wide range, basically covering the work planning involved in open government data, but it is still in the exploration stage as a whole, and there are still some problems such as the incomplete open government data policy system, the poor synergy effect within the government, and the imbalance in the use of policy tools. It is still necessary to improve the open government data policy system in China from the aspects of strengthening the balanced formulation of the overall policy tools, giving full play to the basic guarantee effect of the supply-oriented policy tools, improving the external influence of the environmental policy tools, and introducing specialized open government data policies.

    [Purpose/significance] This paper aims to systematically review and analyze the outcomes of foreign researches on the dark side of information system use on users’well-being, which can lay a foundation for understanding the relationship between information system use and user health. [Method/process] This paper reviews the dark side of information systems on mental health from the perspective of impact types, including social fatigue, Internet addiction, other negative effects. Meanwhile, this paper reviews the dark side of information systems on physical health from the perspective of impact path, including the direct and indirect effects of information system use and the moderating effect of demographic indicators. [Result/conclusion] Our study find that the current research lacks the subdivision of information system functions, and the research results lack reasonable theoretical support. Most of the research objects involve young and healthy students, which makes other users of information system neglected. This paper lays a foundation for the follow-up research in China from the perspectives of focusing on socially disadvantaged groups, refining the functions of information systems, combining longitudinal user data, and attaching importance to theoretical research.

    [Purpose/significance] In recent years, "retracted articles" have become an important way of exposing academic misconduct, but the issue of retractions was not stressed in the field of Social Sciences and Humanities (SSH). Therefore, it is necessary to conduct research from the perspective of research integrity. [Method / process] The retraction situation of SSH in the world was statistically analyzed by using the retraction watch database. [Result / conclusion] Since 2009, the number of retractions of SSH has increased rapidly, and academic misconduct is the main reason for the retractions; more retractions of high-quality journals and publishers reflect their stronger ability to find and deal with questionable articles; interdisciplinary fields are the high incidence area of retractions; batch retraction is usually related to academic misconduct, and the academic misconducts of some authors are continuous; it is difficult to retract articles. It is suggested that we should pay attention to retractions in SSH, keep an eye on the key issues and fields, promote the standardization, openness and sharing of the retraction information, and protect the enthusiasm of journal editors on retractions.

    [Purpose/significance] The virtual academic community has become an emerging platform for scholars to carry out scientific research cooperation. The comparative study of scholars' research cooperation in virtual academic communities represented by academic blogs and academic journals is helpful to clarify the importance of virtual academic communities in scientific research cooperation, and it will promote the integration of emerging academic exchange platforms and traditional academic exchange platforms. [Method/process] Taking the field of information science as an example, 640 bloggers in the field of information science in sciencenet blog up to March 22, 2019 were selected as research objects, and 16 core scholars among the bloggers in science net were identified. Based on the comparative data of academic journals in CSSCI from 2014 to 2018, this paper analyzes the relationship between core scholars' scientific research cooperation in science blogs and academic journals, and explores the interdisciplinary cooperation
    between scholars in science blogs and academic journals. [Result/conclusion] Research shows that scholars' research cooperation in academic blogs cannot be significantly transformed into scientific research cooperation in academic journals. Scholars' interdisciplinary cooperation based on academic blogs is more common and extensive than interdisciplinary cooperation based on academic journals.

    [Purpose/significance]The purpose of this research is to shed light on the interrelationship of organized knowledge records which conducted by librarianship and the bases of digital humanity. [Method/process] Based on the historical review of the knowledge records arrangement process within the professional librarianship from classification of literature to knowledge organization, this paper made a throughout analysis on the academic foundations of digital humanity by combining the knowledge map and cognitivism theory. [Result/conclusion] The findings of this research include that the representation of the inhered structure of the objective knowledge world which aims to reveal the content of the knowledge resources provided the cognitive foundation for digital humanity, and the library professionals which possessed systematic knowledge resources and arranged the knowledge resource in practice should be one of the key infrastructures of digital humanity.

    [Purpose/significance]Online health information seeking on behalf of others is a common approach of social support. Exploring the influencing factors of online surrogate health information seeking behavior will provide a theoretical contribution for understanding the behavior of surrogate seekers in the health domain. [Method/process]In this paper, a semi-structured interview was conducted with 18 users who had experience of online surrogate health information seeking. We used grounded theory to code interview data, and explored the formation mechanism and influencing factors of online surrogate health information seeking behavior. [Results/conclusion]Through the three-step coding process, we get 30 initial concepts, 13 categories and their corresponding 4 main categories, including patient needs, surrogate seekers' psychological motivation, surrogate seekers' cognitive motivation and environmental factors. Finally, we proposed a model of influencing factors of surrogate health information seeking behavior in the Internet environment.

    [Purpose/significance]Exploring the generation mechanism and influence of social media fatigue among youth group is beneficial to recognize the change in their social media usage behavior under the background of the mobile Internet era, and has positive guiding significance for building healthy and sustainable social media platform ecology.[Method/process]Establishing research model based on Cognition—Affect—Conation Pattern, this study analyses the data collected from 353 valid questionnaires by using structural equation model through Amos.[Result/conclusion] It is found that poor intergenerational communication, negative social comparison, awakening from immersion, few interaction and overload information have significant impact on social media fatigue, while impression management and missing anxiety have no significant impact on it. Social media fatigue is likely to lead to the passive use, such as keeping silent, neglecting, shielding from disturbance and hiding knowledge.
