文章对国家开放存取政策的发展过程进行了概述， 分析了其特点及核心原则， 并通过对政策中核心问题的提取和解析， 构建了国家开放存取政策的内容框架。爱尔兰的案例分析展示了此框架作为国家开放存取政策内容完备性评估工具和问题探究工具的可行性。

This paper summarizes the development process of National Open Access Policies（NOAP）and its characteres and corn principles .Also a NOAP contect framework is estabiished through the analysis of a series of core questions . The case of  Ireland  shows the feasibility of this framework  as a means of  complements evaluation and  problem  exploration.
