文章采用历史分析的方法并结合了制度设计理论观点，对国家情报工作制度的基本构建逻辑进行梳理。文章指出，维护国家安全是国家情报工作制度构建的逻辑起点，建立系统融贯的国家情报工作法制体系是国家情报工作制度建立的根本方式，情报流程是国家情报工作制度运转机制的设计依据，同时要重点关注技术变革在国家情报工作制度变迁过程中的诱导作用。

This paper adopts the method of historical analysis and combines the viewpoints of institutional design research to explore the constructing logic of the national intelligence service system. This paper points out that maintaining national security is the logic starting point of the national intelligence system construction, establishing a systematic and integrated legal system is the fundamental way for the national intelligence service system, the design of the operation mechanism for the national intelligence service system should be according to the intelligence process, and the induction function of technology should be paid much more attentions in the changing process of the national intelligence
service system.
