文章以案例研究方法剖析罗马俱乐部的发展路径，发现全球性议题的设置是通往国际化智库的核心路径，议题设置对智库国际化发展具有重要影响。进而阐明，我国智库要想在世界舞台上掌握话语权，提升国际影响力，就必须提高课题选择和议题设置的敏锐性和前瞻性，拥有国际眼光与全球视野。

This paper adopts the method of case study to analyze the development path of Club of Rome, further points out that agenda setting has a significant impact on the internationalization of high-end think tanks. Finally the paper clarifies that international vision，global perspective and an improvement of sensitivity and foresight of topic selection and agenda setting is all required for Chinese think tanks, which in turn endow them discourse power on the world stage and an enhancement of their international influence.
