Combining a literature survey with a website survey, this paper analyzes the research status and implementation strategy of the Jisc Collections 's Total Cost of Publishing project in the United Kingdom. This article provides inspiration for library in China to promote open access of academic resources, which includes setting up a special negotiation research institute, taking full advantage of the alliance, collecting data at a national level, promoting the use of open standards actively, as well as building an academic resource integration platform.
