文章从政府、科研资助机构、高校三个层面在调研英国科研数据管理与共享政策的基础上，采用内容分析法从政策制定目的、管理内容、管理要求、支持和保障条件、责任归属以及权益声明6个方面对政策进行分析，发现不同层面政策的侧重点和完备程度不同，但总体上构成了完整的政策体系。我国应加大政府对科研数据共享的支持和引导，根据学科特点和数据差异不断完善和细化数据管理与共享政策，明确权责机制，并通过确保政策之间的协调及建立完善的配套设施保障政策的顺利实施。

This paper investigates the management and sharing policy of research data in UK from three levels of government, research funding institutions and universities, and uses content analysis method to analyze the policy from six aspects: policy-making purpose, management content, management requirements, support and guarantee conditions, responsibility attribution and declaration of rights and interests. It is found that the different levels of policy have different emphasis and completeness, but in general constitute a complete policy system. Our government should increase support and guidance for research data sharing, improve and refine data management and sharing policies according to discipline characteristics and data differences, and clarify the rights and responsibilities mechanism, ensure the coordination between policies，and establish a sound supporting facilities to ensure the smooth implementation of the policy.
