数据驱动环境下的公共信息服务向度与行动逻辑会发生变化，有利于解决社会对公共信息服务的迫切需求与当前我国公共信息服务发展不充分、不平衡、不深入的矛盾问题。数据驱动环境下公共信息服务的变革向度是要提高由服务适配能力、内容整合能力以及社群连接能力等构成的公共信息服务场景力。为此，公共信息服务的行动逻辑是：扩大数据开放，改善公共信息服务的资源禀赋条件；重塑数据管理体制，推动公共信息服务的社会共治；优化公共信息服务模式，实现公共信息服务供给侧改革；再造公共信息服务流程，改善用户的服务体验和获得感；加强数据治理的法治化，促进信息服务公平和产权保护。

The dimension and action logic of Public Information Service(PIS) will change under the data-driven environment，which is of great significance to solve the contradiction problem between the demands for PIS and the insufficient, unbalanced and inadequate development of PIS. The change dimension of PIS is to improve the scene force of PIS composed of service adaptation capabilities, content integration capabilities, and community connection capabilities. Therefore, the logic of the action for PIS should be: expanding the data openness to improve the resources for PIS; reshaping data management regime to promote the social co-governance of PIS; optimizing service mode to realize the supply-side reform of PIS; reconstructing the process to improve the users' service experience and sense of access; strengthening the legalization of data governance to promote the fairness of information services and property rights protection.
