文章采用比较研究和文本分析的方法，从法律的作用角度出发，按照法的规范作用分类，从指引、评价、教育、预测、强制作用五个方面阐释了《公共图书馆法》的价值，发现其在执行的强制力以及调整各方面社会关系方面仍有缺失和不足。

The article adopts the method of comparative study and text analysis, from the perspective of the function of law, according to the classification of the normative function of law, illustrates the value of the Public Library Law from the guidance, evaluation, education, prediction, mandatory five aspects, finds the law is still missing and the insufficiency in its executive force and adjusting social relations in all aspects.
