[目的/意义]新形势下推进地方新型智库建设，能够完善地方治理体系，促进地方治理能力现代化。构建地方智库创新生态系统及其运行机制，为地方智库发展提供参考与借鉴。[方法/过程]基于知识管理内涵，依据智库知识创新的要素与流程，采用文献调研法、概念模型法和类比法，构建地方智库创新生态系统，并对其运行机制进行探索分析。[结果/结论]知识管理能够促进智库情报服务的持续创新和不断升级，是智库生产创新性知识成果的重要保障。在地方智库创新生态系统中，知识创新主体在以大数据技术等为支撑、以知识管理为基础、以高校智库为催化剂的知识创新平台上进行知识流动及信息传递，并与创新环境之间存在着物质循环和能量流动。通过要素集聚机制、协同共生机制、市场培育机制和资金保障机制，促进地方智库创新生态系统的高效运行。

[Purpose/significance] Promoting the construction of new local think tank under the new situation can improve the local governance system and promote the modernization of local governance capacity. Constructing innovative ecosystem and its operation mechanism of local think tanks can provide reference for the development of local think tank. [Method/process] Based on the connotation of knowledge management, according to the elements and processes of knowledge innovation of think tanks, this paper uses literature research, conceptual model and analogy method to build the innovation ecosystem of local think tanks, and explores and analyzes its operation mechanism. [Result/conclusion] Knowledge management can promote the continuous innovation and upgrading of intelligence services in think tank, and it is an important guarantee for the production of innovative knowledge achievements in think tank. In the innovation ecosystem of local think tanks, knowledge innovation subjects carry out knowledge flow and information
transfer on the knowledge innovation platform supported by big data technology, based on knowledge management and catalyzed by university think tank, and there exists material circulation and energy flow with the innovation environment. Through the mechanism of factor concentration, co-existence, market cultivation and capital guarantee, we can promote the efficient operation of innovation ecosystem of local think tanks.
