[目的/意义]文章提出了中国特色公共图书馆新型智库建设的定位与发展命题，指出中国特色公共图书馆新型智库建设存在对智库认知、定位、质量、机制和创新转型等问题，需要进行深入研究并在业界形成共识，以推进公共图书馆智库建设的科学与健康发展。[方法/过程]文章指出中国特色公共图书馆新型智库主要是就国家图书馆和省市级公共图书馆而言的，而智库建设的内容也是根据公共图书馆的特点、以提供文献信息和相关咨询服务为主。文章分别论述了中国特色公共图书馆新型智库建设的成效与不足。成效包括：国家图书馆的决策咨询和文化政策研究成效显著、上海图书馆的地方智库地位初步确立、为国家和各省市两会服务受到党政部门的欢迎、提供的应急文献信息服务获得赞誉、为大众进行政策解读和科技普及取得成效、为各类智库提供文献信息服务持续推进等；不足包括：智库建设定位认知有待提高、智库建设质量有待提升、智库建设机制有待形成并完善、需要解决科研与智库相脱离的问题等。[结果/结论]中国特色公共图书馆新型智库建设的未来发展应实现创新转型，在借鉴全球智库发展普遍经验的基础上，充分利用已有制度安排中的各类场所与平台，充分利用图书情报的专业优势，秉持智库建言资政的问题导向，在国家和地区公共文化发展战略和文化治理中发力。
[Purpose/significance] This paper puts forward the positioning and development proposition of the new think tank construction of public libraries with Chinese characteristics, and points out that there are a series of problems in the construction of new think tanks of public libraries with Chinese characteristics, such as the cognition, positioning, quality, mechanism and innovation transformation, which need to be deeply studied and consensus formed in the industry, so as to promote the scientific and healthy development of think tank construction of public libraries. [Method / process] This paper points out that the new think tanks of public libraries with Chinese characteristics are mainly for the National Library and provincial and municipal public libraries, and the content of think tank construction is also based on the characteristics of public libraries, mainly providing literature information and related consulting services. This paper discusses the achievements and shortcomings of the construction of new think tanks of public libraries with Chinese characteristics. Results include: the National Library of China has made remarkable achievements in decision-making consultation and cultural policy research, initially established the status of Shanghai Library as a local think tank, welcomed by the party and government departments for the national and provincial and municipal sessions, praised for its emergency literature and information service, made achievements in policy interpretation and popularization of Science and technology for the public, and provided literature and information services for various think tanks Shortcomings include: the cognition of think tank construction orientation needs to be improved, the quality of think tank construction needs to be improved, the mechanism of think tank construction needs to be formed and improved, and the problem of separating scientific research from think tank needs to be solved. [Result/conclusion] the future development of the new think tank construction of public libraries with Chinese characteristics should realize innovation and transformation. Based on the general experience of global think tank development, make full use of all kinds of places and platforms in the existing institutional arrangements, make full use of the professional advantages of Library and information, and adhere to the problem orientation of think tank's advice and senior administration, develop the national and regional public culture strategy and culture We should make efforts in the process of management.
