[目的/意义]情报机构、智库都与战略决策有着重要联系。但由于国情不同，我国情报研究机构与智库的功能有所交叉，对这一选题进行研究有助于进一步理清情报与智库功能的区别、联系。[方法/过程]本文从情报分类的视角，分析了不同类型情报机构的特点，研究了大数据智能时代情报机构与智库的关联性，并对情报、智库与战略决策的良性互动进行了探讨。[结果/结论]研究表明，在决策链的“数据信息搜集——情报分析——对策研究——决策”中，过去第二、第三个环节主要以国内、国外区分，现在则更多的以工作领域和工作性质区分，因此情报产品与智库工作的交集增多。

[Purpose/significance]Intelligence agency and think tank are both closely related to strategic decision. Due to special condition of China, Chinese intelligence agency and think tank have overlapping functions，researching on this topic will help to further clarify the difference and connection between intelligence and think tank functions. [Method/process]From the perspective of intelligence classification, this paper analyzes characteristics of different types of intelligence agencies. It also studies the relevance between intelligence agency and think tank in the big data era, and discusses the effective interaction among intelligence, think tank and strategic decision. [Result/conclusion] Research shows that the decision-making chain the "data information collection-intelligence analysis-countermeasure research-decision-making" , the second and third links in the past were mainly divided into domestic and foreign countries, but now they are more based on work areas and work，the nature of the distinction, so the intersection of intelligence products and think tank work increases.
