[目的/意义]在大数据环境下，政务信息资源共享建设取得了一定的成绩，但是在具体工作推进的过程中，还存在诸多问题亟待解决。[方法/过程]在协同视角下构建了社会组织和公众参与下的中央政府与地方政府之间的行为博弈模型，建设一个多主体配合的政务信息资源共享监管机制，实现各主体之间相互协作、相互制约，促进政务信息资源共享系统的健康发展。[结果/结论]由博弈结果可知，在政务信息资源共享监管过程中，社会组织和公众的加入，有利于政务信息资源共享工作的顺利开展，随着社会组织参与度的增加，能够调动中央政府的积极性，而随着公众参与度的增加，地方政府的配合度会显著提高，因此，政府在实施多元主体监管策略时需要慎重，应该降低监管成本，鼓励社会组织参与，调动各方积极性，创建合适的公众监管渠道，正确引导公众参与、构建多元协同的监管体系。

[Purpose/significance]In the big data environment, the construction of government information resources sharing has made some achievements, but in the process of promoting specific work, there are still many problems to be solved urgently [Method/process]From the perspective of synergy, this paper constructs a behavioral game model between central government and local government with the participation of social organizations and the public. It establishes a multi-subject coordination supervision mechanism for government information resources sharing, and realizes the cooperation and mutual restriction among the main bodies, so as to promote the healthy development of government information resources sharing system. [Result/conclusion]From the game results, we can see that in the process of government information resource sharing supervision, the participation of social organizations and the public is conducive to the smooth development of government information resource sharing. With the increase of social organization participation, it can mobilize the enthusiasm of the central government, while with the increase of public participation, the cooperation degree of local government will be significantly improved. Therefore, the government should be careful when implementing the multi-agent supervision strategy. It should reduce the supervision cost, encourage the participation of social organizations, mobilize the enthusiasm of all parties, create appropriate public supervision channels, correctly guide the public participation and build a multi coordinated supervision system.
