[目的/意义]政策工具理论认为政策是可以通过一系列基本的单元工具的合理组合而建构出来的，能够反映决策者的公共政策价值和理念。在应急信息管理中，政策工具的明智选择和合理利用将有助于产生更好的政策效果。本文通过分析应急信息管理政策工具搭配的科学合理性以及存在的问题，发现待提升方向，为未来政策的调整及优化提供有效的政策参考。[方法/过程]基于内容分析方法，从供给型、环境型和需求型政策工具出发，并结合突发公共卫生事件应急信息作用功能维度，即事前信息监测与预警、事中信息共享与决策、事后信息溯源与应用、全过程信息管理四个方面，构建了二维分析理论框架，从多个角度剖析我国突发公共卫生事件应急信息管理政策现状，并对政策工具搭配的科学合理性以及存在的问题进行深入探讨。[结果/结论]政府在未来优化应急信息管理政策体系时，应增加需求型政策工具运用比例，优化供给型和环境型政策工具的运用，提升政策工具与作用功能维度之间的协同性，实现应急信息管理政策的效用和管理能力的提升。

 [Purpose/significance] The theory of policy tools holds that policy can be constructed through a reasonable combination of a series of basic unit tools, which can reflect the public policy values and ideas of policy makers. In emergency information management, the wise choice and rational use of policy tools will help to produce better policy effect. By analyzing the scientific rationality and existing problems of emergency information management policy tools,this paper finds the direction to be improved, and provides effective policy reference for future policy adjustment and optimization. [Method/process] Based on the content analysis method, starting from the supply-oriented, environment-oriented and demand-oriented policy tools, and combined with the functional dimensions of public health emergency information, namely, pre-event information monitoring and early warning, in event information sharing and decision-making, post event information traceability and application, and whole process information management, this paper constructs a two-dimensional analysis theoretical framework to analyze China's public health emergency information from multiple perspectives. Then the current situation of public health emergency information management policy,the scientific rationality of policy tools and existing problems were discussed.
