摘要：[目的/意义]本研究是为明确我国副省级图书馆的职能及定位，以便为公共图书馆评估工作的开展尤其是副省级图书馆评估指标和分值的制定提供依据。[方法/过程]涉及多个分析步骤，包括：对副省级城市的建设由来进行梳理，对比分析省级图书馆和市级图书馆的文化行业标准，网络调研15个副省级图书馆的愿景、功能定位和目标等。[结果/结论]在公众服务、城市助力、行业引领三个方面提出了副省级图书馆的十项功能定位。在公众服务方面，副省级图书馆要加强公民终身教育、公民文化休闲、文化共建共享、知识创新支持。在城市助力方面，副省级图书馆要增强城市信息服务、地方文化传承、城市文化地标、城市文化赋能；在行业引领方面，副省级图书馆的定位为地区中心协调、行业业务示范。

Abstract: [Purpose/significance] The purpose of this research is to clarify the functions and positioning of the subprovinciallibraries, and to provide a basis for the evaluation of public libraries, especially the establishment of evaluation indicators and scores for sub-provincial libraries. [Method/process] This paper reviews and analyzes the origin ofthe construction of sub-provincial cities, adopts a comparative analysis of the cultural industry standards of provincialand municipal libraries, and investigates the vision, functional orientation and goals of 15 sub-provincial libraries on theInternet. [Result/conclusion] The ten functional orientation of the sub-provincial libraries from three aspects includingpublic service, city assistance, and industry leadership is identified, namely civic lifelong education, civic cultural leisure, cultural co-construction and sharing, knowledge innovation support; urban information services, local cultural heritage, urban cultural landmarks, urban cultural empowerment; regional center coordination, industry business model.
