摘要：［目的/意义］政府开放数据蕴含着巨大生产价值与创造潜力，探索政府开放数据的价值增值链路与模型构建，分析价值增值机理，对推动我国政府开放数据利用进一步发展具有现实意义。［方法/过程］研究政府开放数据的价值构成与形成，得出价值形成链路；分析价值增值过程及增值链路，深入探究增值传递过程；结合政府开放数据价值增值模型构建，分析政府开放数据价值的增值机理。［结果/结论］基于开放数据的增值过程分析增值模型构建，提出政府开放数据价值增值的八个机理：需求触发机理、效能提升机理、共享激发机理、利益驱动机理、政策引领机理、资金传导机理、技术赋能机理和效率集聚机理，为开放数据的价值增值提供理论借鉴。

Abstract：［Purpose/significance］Open government data contains huge production value and creation potential. It is of practical significance to summarize the value structure and formation process of government open data and analyze the value-added mechanism for promoting the further development of the utilization of open government data in China.［Method/process］First of all, through literature research on the value formation and formation of open government data, the value formation link is obtained. Secondly, the value-added process and value-added link are analyzed, and the value-added transmission process is further explored. Thirdly, the value-added model of open government data is constructed based on the value chain theory. Finally, the value-added mechanism is analyzed according to the model.[Result/conclusion］Eight mechanisms of value-added of open government data are put forward: demand triggering mechnism, efficiency enhancing mechanism, sharing stimulating mechanism, benefit driving mechanism, policy leading mechanism, capital synergy mechanism, technology enabling mechanism and efficiency agglomeration mechanism.
