摘要: [目的/意义]数据故事具备的多元特质能联结认知图式，可解决政府开放数据用户认知障碍，提高数据的认知敏锐度和利用率。[方法/过程]通过文献归纳了政府开放数据用户认知障碍，探析了数据故事激活认知图式联结的内因，厘清了数据故事作用下认知图式的共现关系及意义建构过程，并利用系统动力学构建了图式联结模型。[结论/结果]政府开放数据故事化实现了认知断带到认知联结，为政府了解用户数据认知需求、采纳数据故事、数据推广利用以及加速知识流转效率提供新思路。

Abstract: [Purpose/significance] The multiple characteristics of data story can connect cognitive schema, solve users’cognitive disorder based on government open data, and improve the cognitive acuity and utilization rate of data. [Method/process] Through literature research, this paper summarizes the cognitive disorder of government open data amongusers, analyzes the internal causes of how the characteristics of data stories activate the cognitive schematic affiliation,clarifies the co-occurrence relationship and meaning construction process of cognitive schema under the effect of datastories, and constructs the schematic affiliation model by using system dynamics. [Conclusion/result] The storytellingbased on government open data has realized the transformation from cognitive disconnection to cognitive connection,which provides new ideas for the government to understand the public’s data cognitive needs, adopt data stories, promote and utilize data, and accelerate the efficiency of knowledge flow and transformation.
