[目的/意义]推进政府数据开放共享是建设数字政府的重要支撑。随着海量公共数据的积累和数据应用
场景的拓宽，相关政策法规和细则也随着政府数据开放共享的全面实施而不断演化与完善。文章旨在探究我国
政府数据开放共享政策要素的互动关系和政策体系的演化过程。[方法/过程]文章以政策生态学作为研究视角，
以2000—2020年国家层面的241篇政府数据开放共享政策作为研究样本，运用内容分析法对构成政策生态系统
的政策主体、政策过程和政策环境三个要素进行量化分析。[结果/结论]研究发现：我国政府数据开放共享政策生
态系统的演化过程与我国政府数字化转型进程相一致，政策生态系统正逐步趋于平衡，但仍需大力构建政策要素
良性互动的新机制。

[Purpose/significance] Promoting the opening and sharing of government data is an important support for the construction of digital government. With the accumulation of massive public data and the widening of data application scenarios, the relevant policies, regulations and rules are constantly evolving and improving with the full implementation of government data open sharing. This paper explores the interactive relationship between the elements of government data open sharing policy and the evolution process of policy system.[Method/process] From the perspective of policy ecology, this paper takes 241 government data open sharing policies at the national level from 2000 to 2020 as research samples, and uses content analysis method to quantitatively analyze the three elements of the policy ecosystem:policy subject, policy process and policy environment. [Result/conclusion] It is found that the evolution process of China's government data open sharing policy ecosystem is consistent with the process of China's government digital trans?
formation, and the policy ecosystem is gradually tending to balance, but we still need to vigorously build a new mechanism for the benign interaction of policy elements.
