比较和分析，能够为组织、研究人员、负责实施开放数据行动的领导人以及参与开放数据能力建设活动的实践者
提供参考。[方法/过程]通过对国外具有代表性的6个开放政府数据评估项目进行梳理，分析其主要特点和方法、
异同点，并在此基础上得出对我国的启示。[结果/结论]有的开放政府数据评估项目属于准备度评估、执行评估、
影响评估中的一种，也有项目可以划分为其中两种类型，而且它们都有各自特色与不足。为了形成科学的开放政
府数据评估体系，应当构建多元评估主体结构、采用定性和定量相结合的评估方法、制定适合的评估指标、明确评
估对象。

[Purpose/significance] Open government data assessment helps us understand ways to inform open data strategies.Comparison and analysis of these open government data project evaluations can provide reference for organizations, researchers, leaders responsible for implementing open data initiatives, and practitioners involved in open data capacity building activities. [Method/process] Through sorting out six representative open government data evaluation projects in foreign countries, the main characteristics, methods, similarities and differences are analyzed, and on this basis, the enlightenment for China is obtained. [Result/conclusion] Some open government data assessment projects fall into one of the categories of readiness assessment, implementation assessment and impact assessment, while others fall into two of the categories, and each has its own characteristics and shortcomings.In order to form a scientific open government data evaluation system, we should construct a multi-subject structure of evaluation, adopt a qualitative and quantitative evaluation method, formulate appropriate evaluation indexes, and make clear the evaluation objects.
