[ 目的/意义] 在学术期刊评价中，过度自引和人为操纵载文量是两个比较重要的问题，必须设法加以纠
正。[方法/过程]文章提出采用关键指标数据变权来防止文献计量指标的人为操纵问题，其基本原理是通过变权
函数对评价指标原始数据进行惩罚或激励，并将自引和载文量纳入评价体系，然后再进行评价。[结果/结论]本文
基于中国知网管理学期刊数据进行了实证，研究发现：必须重视学术期刊载文量与自引的人为操控问题；采用关
键指标数据变权可以有效地解决指标人为操纵问题；评价体系应注意评价目标与防止人为操纵的平衡；建议优秀
期刊适当扩大载文量。

The paper makes an empirical study based on the data of CNKI management journals, the research shows that we must
attach importance to the artificial manipulation of the article quantity and self-citation in academic journals. It can ef?
fectively solve the artificial manipulation of index problem by using variable weight of key index data. The evaluation
system should pay attention to the balance between the evaluation goal and the prevention of artificial manipulation. It
is suggested that excellent journals should expand the article quantity.
