报治理的理念变迁与生态内容，辨析治理的相关因素，深入剖析日本治理的路径，总结其治理成效。[结果/结论]
对比中日国家科技情报治理情况，借鉴日本治理经验，我国应当在科技情报治理理念中融入社会服务思想、平衡
治理生态、完善科技情报法制、推进体制集约化改革、推动科技情报治理国际化。

[Purpose/significance] National Science and technology information governance is of great significance to
promote the development of national science and technology industry and build an innovative country. After World War II,
Japan gradually improved its governance ecology of scientific and technological information through active governance
measures, and became a model of national scientific and technological information governance. Studying Japan's na?
tional scientific and technological information governance is conducive to improving the current cognition of China's
scientific and technological information governance and implementing the governance plan. [Method/process] by
combing the conceptual changes and ecological contents of Japan's national scientific and technological information
governance, analyze the relevant factors of governance, deeply analyze the path of Japan's governance, and summarize
its governance effectiveness. [Result/conclusion] Comparing the situation of scientific and technological information
governance between China and Japan and drawing on the experience of Japanese governance, China should integrate
the idea of social service into the concept of scientific and technological information governance, balance the gover ?
nance ecology, improve the legal system of scientific and technological information, promote the intensive reform of sys?
tem and promote the internationalization of scientific and technological information governance.
