[目的/意义]数据流通与共享是全球数据经济发展的支柱和技术创新的关键，也是积极参与全球治理体 系改革和建设、践行共商共建共享的全球治理观的重要内容之一。如何解决数据流通与共享过程中出现的信任 障碍问题，是推进我国数据要素市场构建的重要议题。[方法/过程]文章围绕《数据治理法案》提出的数据中介服 务进行研究，梳理和总结欧盟数据共享新机制的概念内涵、形式和具体实践，为我国数据要素流通与共享实践提 供参考。[结果/结论]文章提出我国可以通过完善顶层政策设计、消除数据流通与共享中的信任障碍、发展多元化 的数据中介服务，促进数据要素的市场化流通。

[Purpose/significance] Data circulation and sharing is the pillar of global data economy development and the key of technological innovation, and it is also one of the important contents of actively participating in the reform and construction of the global governance system and practicing the global governance concept of consultation, co-con? struction and sharing. How to solve the trust obstacle in the process of data circulation and sharing is an important issue to promote the construction of China's data factor market. [Method/process] This paper focuses on the data intermedi? ary service proposed by the Data Governance Act, sorts out and summarizes the concept connotation, form and concrete practice of the new data sharing mechanism in the European Union, and provides reference for the practice of data ele? ment circulation and sharing in China. [Result/conclusion] The article puts forward that China can improve the toplevel policy design, eliminate trust barriers in data circulation and sharing, and develop diversified data intermediary services to promote the market-oriented circulation of data elements.
