摘要

[目的/意义]推进政府数据开放是加快培育数据要素市场化发展的重要抓手,如何优化政府数据开放生 态以推动数据要素市场化发展是政府和学术界关注的焦点。[方法/过程]基于政府数据开放生态系统理论,运用 模糊集定性比较分析方法,以我国16个省(自治区、直辖市)为案例,探究政府数据开放生态中的准备度、平台层、 数据层和利用层与数据要素市场化发展的联动效应。[结果/结论(] 1)政府数据开放系统中单一层面的发展不足 以制约数据要素市场化发展;(2)存在2条驱动数据要素市场化高水平发展的路径:准备度和数据层支持下的平 台层驱动型路径、准备度和数据层支持下的利用层驱动型路径;(3)存在1条非数据层和非利用层支持下非准备 度驱动的数据要素市场化非高水平发展的路径,且与数据要素市场化高水平发展的驱动路径存在非对称关系。

Abstract

[Purpose/significance] Promoting government data openness is an important means to accelerate the devel⁃ opment of market- oriented data elements. How to optimize the government data openness ecosystem to promote the market-oriented development of data elements is a focus of attention for the government and academia. [Method/pro⁃ cess] Based on the theory of government data open ecosystem, using fuzzy set qualitative comparative analysis method, this study takes 16 provinces (autonomous regions, municipalities directly under the central government) in China as cases to explore the linkage effect of readiness, platform layer, data layer, and utilization layer data element marketiza⁃ tion development in the government data open ecosystem. [Result/conclusion] (1) The development of a single level in the government data open system is not sufficient to restrict the market-oriented development of data elements; (2) There are two paths that drive the high-level development of marketization of data elements: a platform driven path supported by readiness and data layers, and a utilization layer driven path supported by readiness and data layers; (3) There is a path of non readiness driven non high-level development of data element marketization supported by non data layers and non utilization layers, and there is an asymmetric relationship with the driving path of high level devel⁃ opment of data element marketization.
