Abstract

Through the analysis for the policy and law, we found that the intelligence view mainly includes: the integration of security intelligence and development intelligence, the cultivation of intelligence personnel, cooperation and interaction between intelligence organization and inter-outer group, intelligence work system such as promoting intelligence sharing and coordination, valuing intelligence crowdsourcing and outsourcing, starting intelligence and security audit, co-construct intelligence safeguard system, respecting and maintaining intelligence ethics reach a consensus.
