[Purpose/significance] In 2020, the Ministry of Education and the Ministry of Science and Technol zogy issued several opinions on regulating the use of indicators related to SCI papers in colleges and universities and establishing a correct evaluation orientation, which is of great significance to make in-depth analysis of the problems that may exist and put forward the improvement ideas after the opinions are promoted. [Method/process] This paper analyzes the evaluation object, evaluation method, evaluation purpose, evaluation management, etc., and discusses the applicable scope and existing problems of standardizing the use of SCI paper evaluation. [Result/conclusion] This paper finds that there are some problems in the standardized use of SCI, such as the low quality of a few SCI journals, the applicability of SCI papers only to micro evaluation, the lack of "representativeness" of representative works, the difficulty in taking both quantitative and quality indicators into account, and the evaluation management to be improved. This paper puts forward the following policy suggestions: High level SCI journals should be used as evaluation basis. Blacklist system should be strengthened. The leading role of SCI papers should be brought into play in macro evaluation. The use of bibliometric indicators for evaluation should be encouraged. Consideration should be given to both the number of representative works and SCI papers in micro evaluation. Dissertations should be required in general university. Finally, this paper points out that the standardized application of SCI papers needs to deepen the reform of scientific and technological management system in colleges and universities, the solution of the evaluation problem of SCI papers should be taken step by step, and the scientific research symbol function of SCI papers should be taken seriously.
