Abstract

[Purpose/significance] To optimize the allocation of academic resources and effectively change the situation that original, breakthrough and overturning achievements are comparatively less in number, the methodology of scoring academic articles according to the journals they are published on should be abandoned, the quantitative indicators should be given less emphasis and the evaluation system of representative works should be adopted. The shortcomings such as strong subjectivity, differentiation of views on innovation as well as interest entanglement of peers render peer review incompetent. It is urgent to change present evaluation methodology and implement the evaluation system of representative works. [Method/process] Proposed the theory of open evaluation 15 years ago, the author has kept improving it and proposed its concise version,“Internet+representative works”evaluation. This method, taking the advantages of peer review while overcoming its disadvantages, realizes the fairness, justice, effectiveness and rationality of evaluation by assessing representative works which are openly and formally presented.[Result/conclusion] Open evaluation and its concise version make academic review objective. They could not only enable the effective function of the evaluation system of representative works and break the deadlock over first-class talents, but also trigger open education revolution, realizing fair competition among educational institutions, promoting the openness of educational resources and accelerating the Double First-class construction.
