[Purpose/significance] On February 23, Ministry of Science and Technology and Ministry of Education release two new policies, which again focused on the problem about the papers publication.[Method/process] From the perspective of journal four functions (registration, dissemination, certification, archival record) and the characteristics of SCI, this paper analyzes the flow direction of papers published by Chinese scholars in combination with the characteristics of published papers and cited documents.[Result/conclusion] For the purpose of academic exchange, scholars choose a platform suitable for the dissemination and exchange of academic research results. Publishing papers in international journals is a manifestation of the integration of China's scientific research output into international academic activities. From the perspective of scientific research management, the method of scientific research performance evaluation is constantly optimized according to the law of scientific development.
