[Purpose/significance]It is an objective requirement in the era of big data to create a new type of think tank with Chinese characteristics adapted to national development. [Method/process]According to the Opinions on Strengthening the Construction of New Type Think Tanks with Chinese Characteristics, which proposes that the construction of think tanks must have the basic standard requirement of“information collection and analysis system with complete function”, the research innovatively proposes the idea of building a new think tank information platform based on big data. In other words, it puts forward to set up multi-system functions, such as intelligent collection, expert scanning, intelligent inquire, data center, think tank connection, knowledge customization, scientific research collaboration, results evaluation and authoritative release through the platform and integrate them to operate on a shared platform for researchers to improve capacity and efficiency when they use the information collection and analysis system to focus on innovation in a big data environment. In this way, it solves the problem of inaccurate professional matching or intelligence services, and insufficient research data due to information islands caused by unconnected big data or time delay for decision in completing tasks and other issues when experts cooperate and collaboratively innovate across time and space in the mobile internet situation. [Result/conclusion] The theoretical results and practical construction of the research proves that the construction of the information platform of the think tank plays an effective role in transforming the traditional scientific research method into a research method that combines intelligent data science and social science, and perfecting the functions of the information collection and analysis system in an innovative way, improving scientific research work efficiency and scientific decision data accuracy, reducing duplication of labor, maximizing the use of expert intelligence innovation and the sharing of intelligence data resource and so on.
