[Purpose/significance]Aiming at the problem that most of academic journal comprehensive evaluation models are static and have not consider the incentive of academic journal, this paper proposes a new dynamic comprehensive evaluation method of academic journal based on double incentives. [Method/process]Firstly, the power Heronian mean operator is used to evaluate the static information of academic journal, which is obtain every year’s static comprehensive evaluation result of academic journal. Then, the double incentives model is introduced to get every year’s static comprehensive evaluation result of academic journal with incentive. Finally, the time weight of timeliness is determined by the maximum-entropy model, on this basis, the dynamic comprehensive evaluation result is obtained by improved TOPSIS. [Results/conclusion]Taking 34 Chinese journals of library and information science as the object, the
empirical results show that this method not only can get a reasonable evaluation value of academic journal, but also can guide academic journal have a sustainable development.
