Research on the Changes and Characteristics of Emergency Information Management Policy Contents for Emergencies in Our Country: Quantitative Analysis Based on 413 Policy Texts from 2003 to 2020

[Purpose/significance] Combing and summarizing the main content and development trend of emergency information management in China has certain reference significance for improving the emergency information management mechanism and dealing with all kinds of emergencies in a timely and effective manner.[Method/process] Summarizing relevant concepts of emergency information management and relevant studies at home and abroad; using methods such as text clustering, scientific measurement, content analysis and visualization to systematically mine and quantitatively analyze the policy texts related to domestic emergency information management; taking the time series as the logical clues, the 413 policies on emergency information management of emergencies in China from 2003 to 2020 are studied, and their main contents are analyzed through measurement and text analysis to reveal their main characteristics.[Result/conclusion] It is found that in the past 18 years, emergency information management in China mainly includes
information early warning, information reporting, information release, information sharing and information management platform, showing the characteristics of central department leading, hot event driving, economic and cultural support,information technology dependence and public participation.
