Abstract

[Purpose/significance] Solving the problems of improper personal information operations such as comprehensive collection of personal information anddisclosure of private information in public health emergencies is of practical significance for promoting the construction of my country's personal informationprotection ecosystem. [Method/process] From the perspective of the data life cycle, thepaper sorted out and analyzed the main personal information legal priorities during the COVID-19 pandemic in the EU and the United States. It can be seen that Europe and the United States attach importance to regulate data by classify and restrict subjects by scenarios, however, there are also shortcomings such as delaying prevention of the event and ignoring changes of the event.[Result/conclusions] The paper proposes suggestions in five aspects, which include defining personal information situational, collecting personal information precisely,establishing authoritative personal information dissemination media, clarifying the right to be forgotten of personal information, and standardization of personal information use behavior.
