[Purpose/significance] The practice of personal information protection should be combined with specific scenario characteristics and needs. Analyzing the connotation of personal information, the way of value assessment, and the regulatory mechanism in Chinese legal policies, it is found that the above three do not take into account the scenario factors, resulting in vague definition of the connotation of personal information, single value assessment, and rough regu? latory mechanism. [Method/process] Looking at international legal policy texts and protection mechanisms for scenar? io-based personal information protection, the paper found that the United States and Japan tend to formulate specific laws, while the United Kingdom and the European Union focus on establishing regulatory mechanisms. [Result/conclu? sion] Drawing on the international experience of personal information protection scenarios and taking into account the real situation in China, the paper proposed a "relative + absolute" definition of personal information, a "subjective + ob? jective" assessment of information value, and a "unified + specific" personal information regulation and a "uniform + specific" personal information regulatory mechanism.
