[Purpose/significance] It is necessary to seek a reasonable and effective governance strategy for informa? tion epidemic system risks and derived hazards, which is not only a necessary requirement for building a large security pattern, but also an actual manifestation of the ability of risk governance. [Method/process] On the basis of explaining the appropriateness logic of the theory of TCM treatment of pre- disease applied to the information epidemic gover? nance, taking the reality of global COVID-19 information epidemic governance as an example, based on the logic an? chored by the "focal point", this paper deconstructs the prominent predicaments of information epidemic governance in the four stages of disease treatment, and on this basis, constructs strategies for information epidemic governance. [Re? sult/conclusion] In the four stages of healthy without disease, wanting to be sick, not being sick and not solid after ill? ness, there are four governance predicaments, namely general lack of awareness of information epidemic prevention; lin? ear lag in risk monitoring and early warning; absence of citizens with strong government intervention, and weakening at? tention with diminishing marginal returns. In response to the aforementioned predicaments, governance strategies are put forward from the four dimensions, namely solidifying righteousness, distinguishing yin and yang, overall governance and correcting bias.
