[Purpose/significance] This paper explores the influencing factors of the supply efficiency of public digital
cultural services, and puts forward the driving path, in order to accelerate the research progress of the digital construc?
tion of public cultural services. [Method/process] Based on the toe analysis framework, combined with the supply
characteristics and practice of public digital cultural services in China, this paper puts forward an integrated analysis
framework to understand the differences in the supply efficiency of public digital cultural services. Using the method of
fuzzy set qualitative comparative analysis (fsqca), this paper analyzes the supply efficiency of public digital cultural ser?
vices in 31 provinces (urban areas) in China. [Result/conclusion] The study found that: (1) Any single condition does
not constitute a necessary condition for the difference in the supply efficiency of public digital cultural services.
(2) Technological facilities construction, attention distribution, fiscal decentralization, citizens' external demand and
intergovernmental competition are the antecedent variables affecting the improvement of the supply efficiency of public
digital cultural services. On this basis, four configuration modes affecting the improvement of the supply efficiency of
public digital cultural services are generated, including organization type, environment type, organization environment
type and technology organization environment type. (3) Considering the differences in technological, organizational and
environmental conditions, there are five potential alternative relationships among the combinations of conditions for the
supply efficiency of public digital cultural services, so as to improve the supply efficiency of public digital cultural ser?
vices by "reaching the same goal by different ways".
