Abstract

[Purpose/significance] With the rise of government open data boom at home and abroad, exploring the gen?

eration mechanism of public participation in government open data from the perspective of value realization is condu?

cive to the value-added utilization of the data opened by the government and the release of innovation impetus. [Meth?

od/process] Combined with MOA framework and SEIR model, this paper constructs a public participation behavior

model based on the value realization of government open data, and carries out the simulation experiment through NetLo?

go platform to reveal and verify the important impact of motivation, opportunity and ability on the public participation

behavior in the value realization of government open data. [Result/conclusion] In different stages of the development

of government open data, motivation, opportunity and ability have different promotion effects on public participation be?

havior. With the deepening of government open data, the promotion effect of motivation changes from general to strong,

the promotion effect of opportunity changes from strong to general, and the promotion effect of ability are weak. Finally,

the paper puts forward the promotion strategies of public participation behavior.
