[Purpose/significance] Institutes specialized in data service have accumulated rich practical experience in

innovative application of open data, thus serving as reference for the enhancement and sustainable development of open

data’s economic and social value. [Method/process] Through reviewing relevant major activities and contributions of

Open Data Institute (ODI), this research takes the internal factors and external connections into consideration to analyze the specific role of ODI in enhancing the value of open data. [Result/conclusion] Internal factors provide the basic

support for the improvement of the value of open data, and external connections provide a continuous driving force for

the improvement of the value of open data. With its independence, collaboration, service and innovation characteristics,

ODI has created an open data improvement path from four aspects: credible and continuous independent force, professional and comprehensive guidance and training, improving collaborative global network and forward-looking challenges.
