[目的/意义]SCI论文的崇拜使得大批国内优秀科技论文外流，也使得学术评价的各类指标成为学术创新的“指挥棒”。文章旨在破除“SCI至上”，使学术评价回归正确的发展方向。[方法/过程]文章以破除论文“SCI至上”为研究切入，分析了目前学术期刊“以引文评刊”及学术论文“以刊评文”两个错误导向，并给出了学术评价的回归路径；阐述了我国科技期刊与国际顶级期刊的差距，揭示了优秀论文外流中期刊供给不足的短板，提出了三项干预高水平论文外流的政策建议，提倡国内学者树立将论文写在祖国大地的情怀。[结果/结论]回归学术评价的“初心”，将学术评价走出各类排行榜泥潭，以促进学术创新为最终目标，引领学科发展。

The worship of SCI papers made a large number of domestic excellent papers published in foreign journals. It was also unreasonable that all kinds of evaluation index misled academic innovation. The purpose of this paper is to eliminate "SCI supremacy" and make academic evaluation return to the right direction of development. [Method/process]As the research point, it is proposed that eliminate "SCI supremacy".First, it analyzed that one of misled direction, scientific journals evaluated by citation. And then, it researched that the other misled direction, papers evaluated by scientific journals. At last, it was put forward the path of construction academic evaluation. It was expounded the?disparity between our scientific journals and the top international scientific journals. It also revealed the shortage of supply capacity of Chinese scientific journals, which resulted in the outflow of excellent papers from our country. It was advanced three policy suggestions to intervene the outflow of excellent papers, and recommended that domestic scholars to keep the best papers in the motherland. [Result/conclusion] Finally, it was considered that academic evaluation should abide by the original intention, which is no longer the games of ranking list, is to promote academic innovation and to lead discipline development.
