摘要：[目的/意义]对国外典型开放科学基础设施政策体系进行深入剖析，以期为我国构建开放科学与开放科学基础设施政策体系提供参考借鉴。[方法/过程]通过网络调研和文献调研，本文对欧盟现有关于建设欧洲开放科学云的政策进行系统梳理，总结归纳欧洲开放科学云政策体系的层次结构、内容特点与制定策略。[结果/结论]建议我国尽快形成以国家战略为引领、相关政策为保障、项目指南规则为具体运作要求的开放科学基础设施政策体系；建立明确的决策支撑体系并优化决策工作流程；加强国际合作并融入全球治理。

Abstract: Purpose/significance In order to prov ide enlightenment for the construction of the policy system of open science and open science infrastructure in China, this paper makes an in-depth analysis of the typical foreign policy systems of open science infrastructure.Method/process] Through online survey and literature research methods,this paper systematically investigates the policies of the European Union for implementing and operating the European Open Science Cloud(EOSC), and then summarizes the hierarchical structure, content characteristics and formulation strategies of the EOSC policy system. [Result/conclusion] It is suggested that China should form a three- -level policy system structure with national strategy as the leader, relevant policies as the environmental guarantee, and the rules of open science infrastructure project guidelines as the specific operational requirements as soon as possible; establish a decision support organization system and optimize the decision workflow; strengthen international cooperation and integrate into global govermance.
