[目的/意义]近年来，应急情报研究得到了学界广泛关注，并已取得显著的研究成果，这为应急情报学学 科建设奠定了坚实基础。目前，尚未建立应急情报学的基本学科理论体系，故开展应急情报学学科建设研究正当 时。[方法/过程]从学科建设层面出发，基于应急管理与情报学理论基础，依次探讨分析应急情报学的6个学科基 本问题，即定义、内涵、学科属性、研究对象、研究内容和研究方法。[结果/结论]研究发现，应急情报学具备成为一 门独立学科的基本条件，应急情报学是专门研究与探讨应急情报的本质、功能、结构、产生、传递与利用规律，并为 应急管理工作提供情报服务的一门交叉应用型学科，是一门势在必建的情报学科与应急管理学科的新的学科 分支。

[Purpose/significance] In recent years, the research in the field of Emergency Intelligence (EI) has been widely concerned by the academic circle and has made remarkable achievements, which has laid a solid foundation for the discipline construction of EI science. At present, the basic theoretical system of EI science has not been estab? lished. Therefore, it is the right time to discuss the discipline construction of EI science. [Method/process] On the dis? ciplinary construction level, based on the theory of emergency management and intelligence science, this article dis? cussed and analyzed six basic issues of EI science, including the definition, connotation, nature, research object, re? search contents and methods of the discipline. [Result/conclusion] The results show that EI science has the conditions to become an independent discipline. EI science is a interdisciplinary application discipline which studies and discuss? es the nature, function, structure, generation, transmission and utilization of EI, and provides intelligence service for emergency management. It is a new branch of intelligence science and emergency management.
