摘要

[目的/意义]基于国际标准解构“数据安全”核心概念并构建其概念体系,为我国数据安全理论和实践的 术语标准化提供参考,有利于推动我国数据安全制度建设,进而推进国家安全体系和能力现代化。[方法/过程]运 用内容分析法,选择国际标准中的“数据安全”相关术语定义作为样本,追溯数据安全的概念演进,解构数据安全 的元概念,并提炼出概念认知维度,在厘清概念间关系的基础上构建数据安全的概念体系,进而解读其内容和逻 辑。[结果/结论]数据安全概念存在目的、属性、行为、场景、设施五个认知维度,可推导出数据安全目的、数据安全 属性、数据安全侵害行为、数据安全场景、数据安全设施五个相关概念,数据安全与其相关概念、相关概念与其它 概念、其它概念之间彼此存在着整体-部分关系、属种关系和关联关系,三组概念的“实体-关系-实体”结构形成了 数据安全概念体系。

Abstract

 [Purpose/significance] Deconstructionof the core concept of"data security"and construction of its concept system based on international standards can provide reference for the standardization of terms in China's data security theory and practice,promote the construction of China's data security system,and further promote the modernization of the national security system and capabilities.[Method/process] Using the content analysis method, we select the defi? nition of terms related to "data security" in the international standards as the sample, trace the evolution of the concept of data security, deconstruct the meta concept of data security, extract the concept cognitive dimension.On the basis of clarifying the relationship between concepts, we construct the concept system of data security,and then interpret its con? tent and logic. [Result/conclusion] The concept of data security has five cognitive dimensions: purpose, attribute, be? havior, scene and facility, so as to deduce five data security related concepts: data security purpose, data security attri? bute, data security infringement behavior, data security scene and data security facility. There is a partitive relations, generic relations and associative relations between data security and its related concepts, related concepts and other concepts, and other concepts. The "entity relationship entity" structure of three groups of concepts forms a data security concept system.
