[目的/意义]公共文化数字化是国家文化数字化战略的主要内容之一，也是健全现代公共文化服务体系 的关键议题。[方法/过程]文章系统梳理了国家文化数字化战略对公共文化数字化提出的指引和任务，并进一步 关注到当前公共文化数字化的建设逻辑，指出当前由“吃螃蟹”机构和“履薄冰”机构所构成的公共文化数字化生 态存在一定的异化现象。[结果/结论]作者认为国家文化数字化战略的谋定为公共文化数字化的生态转型和调整 提供了契机，同时也带来了更多的挑战，将“负责任创新”引入这一议题，或有望推动公共文化数字化实现健康、可 持续的发展。

[Purpose/significance] The digitization of public culture is one of the main elements of the national cultural digitization strategy and a key issue for a sound modern public cultural service system. [Method/process] The article systematically compares the guidelines and tasks proposed by the National Culture Digitization Strategy, and further fo? cuses on the current construction logic of public culture digitization, pointing out that the current public culture digitiza? tion ecology composed of two types of institutions is somewhat alienated. [Result/conclusion] The author points out that the development of a national cultural digitization strategy provides an opportunity for the ecological transformation and adjustment of public culture digitization, but at the same time brings more challenges, and that the introduction of "re? sponsible innovation" into this issue may promote the healthy and sustainable development of public cultural digitization.
