[目的/意义]目前我国政府数据利用实践中存在数据共享难、数据质量差、数据滥用、数据利用低效等痛 点问题，亟需提升政府数据利用能力。[方法/过程]在对现有国内外文献批判分析，发现理论和实践研究缺口的基 础上，提出由数据可用能力、数据有用能力、数据易用能力、数据善用能力、数据赋能能力五个维度构成的政府数 据利用能力框架及其保障要素。基于此，开展了北京市大数据中心的案例研究，得出北京市政府数据利用能力的 关键保障要素。[结果/结论]研究发现，制度、主体、技术类保障要素是地方政府数据利用能力提升的关键保障要 素，基于政府数据利用能力框架的五维度保障要素，对地方政府如何提升数据利用能力提出建议。

[Purpose/significance] At present, there are pain-point problems such as difficult to share data, poor data quality, data misuse and inefficient data use in Chinese government data use practice, thus it is urgent to enhance gov? ernment data utilization ability. [Method/process] Based on critical review of existing literature at home and abroad and gaps identified in theory and practice，this paper proposes a framework of government data utilization ability and its guarantee factors, which is composed of five dimensions: data availability ability, data usefulness ability, ability for data effective use, ability for data secure use, and ability for data enabling intelligent applications and services. Mapping with the proposed framework, this paper carries out a case study of Beijing Big Data center, and obtains the key guaran? tee factors of Beijing government data utilization ability. [Result/conclusion] The research finds that institution, sub? ject and technology are the key guarantee factors for enhancing local government data utilization ability. Based on the five-dimensional guarantee factors of the government data utilization ability framework, this paper puts forward sugges? tions on how to enhance the data utilization ability of local governments.
