[目的/意义]数据要素推动数字经济和国家创新发展，掌握公共数据创新生态系统的创新作用过程，对于持续、充分释放公共数据要素价值具有重要意义。[方法/过程]基于创新生态系统和数据产业视角，提出公共数据创新生态系统构念，解析系统内涵、构成要素、特征和作用过程，并通过相关案例剖析其创新实践。[结果/结论]公共数据创新生态系统由公共数据、创新群落及其所处的创新环境构成，运行于数据产业链上，三要素相互协同推动公共数据资源配置创新、产品创新、组织创新、技术创新和市场创新。

[Purpose/significance] Data element drives the development of the digital economy and national innova⁃tion, and mastering the innovation process of the public data innovation ecosystem is of great significance for continu⁃ously and fully releasing the value of public data element. [Method/process] Based on the perspective of innovation ecosystem and data industry, this paper puts forward the concept of public data innovation ecosystem, analyzes the con⁃notation, components, characteristics, and innovation process of the system, and selects relevant cases to analyze its in⁃novation practice. [Result/conclusion] The public data innovation ecosystem consists of public data, innovation clus⁃ters and the innovation environment in which they are located, and operates in each node of the data industry chain, and the three elements synergize with each other to promote innovation in the allocation of public data resources, product in⁃novation , organizational innovation, technological innovation and market innovation.
